Instructions for Using Instruments
Guidelines for Applying to Use Instruments supported by National Science and Technology Council[Applying for an Account]

For those wishing to use the National Science and Technology Council's (NSTC) research project instruments (e.g., assistants, graduate students):

Project Principal Investigator:
- If you already have an NSTC research personnel account and password (e.g., 8500001), please log in directly with this account and password.

Assistants and Graduate Students:
- Go to the NSTC's homepage, click on "Academic Research Service Network" and select "New Registration." After NSTC approval, you will receive an account and password.
- Once you have the account and password, log in to the "NSTC Instruments Informantion System," select "Project Addition," enter the NSTC project number, select "National Taiwan Normal University Expensive Instrument Center" as the certification center, and save.

Print the "Project Use Consent Form," have the project principal investigator sign it, and then either:
- Scan and email the paper copy to linlyu@ntnu.edu.tw, or
- Submit it in person to the office at the Gongguan Campus Comprehensive Building, 1st floor, for project certification.
- After certification, you can make reservations and submit samples through the "NSTC Instruments Informantion System."

For foreign applicants without a National ID number:
- When applying for an account and password, enter your resident permit number or "YYYYMMDD" plus the first two letters of your last name, totaling 10 characters (e.g., 19690722TS).

Project Principal Investigator:

For companies or those without an NSTC research project (i.e., fully self-funded):
- Register online at the "NSTC Instruments Informantion System," where you will receive your account and password via email. (Note: Before certification, this account and password can only be used for browsing, not for making reservations.)
- Print the "Expensive Instrument Center Use Consent Form," have both the applicant and the unit supervisor (with their title specified) sign it, and affix the company seal (or invoice stamp) to the blank space. Fax or email the scanned copy to the selected Expensive Instrument Center. After certification, you can make instrument reservations through the system.

- Note: Self-funded users must renew their certification annually.
After certification, go to the "NSTC Instruments Informantion System":
- Website: https://vir.nstc.gov.tw/home/Index
- Enter your account and password
- Select "Online Reservation"
- Choose the desired instrument from the dropdown menu of the respective Expensive Instrument Center.
- Note: After a successful reservation, print the instrument reservation application form and submit it along with your samples to the respective instrument laboratory according to their testing regulations.
- The "NSTC Instruments Informantion System" sends a payment notice to the project principal investigator’s email every Monday (or one day earlier if it’s a holiday).
- All payments must be made via postal transfer; cash is not accepted (please add the handling fee yourself). NTNU staff can also use internal transfer for payment (see details below).

For up to 6 transaction numbers:
- Enter them in the "Communications" section on the left side of the postal deposit form, and specify: (1) The project principal investigator or company applicant’s name (2) The project principal investigator’s school and department or the applicant’s company name (3) Reservation number (4) Receipt header

For 6 or more transaction numbers:
- Email or enter them in the "Communications" section on the left side of the postal deposit form (choose one), and specify: (1) The above four pieces of information plus the postal deposit receipt (2) Email subject: "Payment for NTNU teacher or company applicant [name]" (e.g., "NTNU teacher Wu Yujing payment")
- It takes approximately 2-3 days for postal transfers to be processed (excluding holidays).
- Once the center confirms the payment, a receipt will be sent out.

Handling fee for postal transfers:
- Postal transfer handling fees must be borne by the payer. The total transfer amount = payable experiment fee + transfer handling fee; for transfer amounts of NT$1,000 or less (including NT$1,000), the fee is NT$15 per transaction; for transfer amounts over NT$1,000, the fee is NT$20 per transaction.

- Payable experiment fee: NT$500, handling fee: NT$15 → Total transfer amount: NT$515.
- Payable experiment fee: NT$985, handling fee: NT$15 → Total transfer amount: NT$1,000.
- Payable experiment fee: NT$986, handling fee: NT$20 → Total transfer amount: NT$1,006.
- Payable experiment fee: NT$1,000, handling fee: NT$20 → Total transfer amount: NT$1,020.
- Payable experiment fee: NT$3,000, handling fee: NT$20 → Total transfer amount: NT$3,020.

Example: Student Cai1 Lin's reservation numbers are as follows:
- After receiving the payment notice from the NSTC Instruments Informantion System, please complete the postal transfer a week before the payment deadline to avoid delays and the system locking your project account.
The fees for using expensive instruments will be deducted from the teacher's NSTC project account. This method does not require a postal transfer for reimbursement.
- Provide the NSTC payment notice to the Expensive Instrument Center to issue a receipt.
- The teacher creates a purchase order in the accounting system (payee: National Taiwan Normal University, uniform number: 03735202) and brings the purchase order to the Expensive Instrument Center to collect the first and second copies of the receipt.
- Attach the first and second copies of the receipt to the voucher paper and submit them for reimbursement (first copy for attachment, second copy for reimbursement).

Note:
- Internal transfers are for the convenience of NTNU faculty for reimbursement. The receipt header cannot be changed and will be uniform as National Taiwan Normal University.
- Receipts cannot be reissued if lost, please be mindful.
- The Expensive Instrument Center needs to comply with the school’s accounting time, please ensure receipts are submitted for reimbursement within two weeks to avoid issues.
- If a postal transfer has been made, do not request an internal transfer to avoid duplicate deductions.
- The internal transfer process takes about 1-2 weeks, so apply early to avoid delays and the project principal investigator’s NSTC account being locked.

Please go to the "Instruments operated and supported by NTNU Reservation System" (https://ic.ntnu.edu.tw/booked) to make a reservation.
[Payment Methods]
- Obtain a payment notice from the instrument operator.
- Confirm the payment amount. Once the payment is received, a receipt will be sent.
- After payment, submit the payment notice and a copy of the receipt to the instrument operator.
- Only after submitting the relevant receipts can the test results be collected.
